If your website has one page that lists every service and every town, Google has nothing specific to show. The fix is simple: one good page for each service in each area you cover. The problem is time. Each page needs research, writing, a layout, images, a page title, a Google description, internal links (links to your other pages) and checks. That is a few hours per page.
